Quantum Environmental Consultants, Inc. (Quantum) is a full service environmental consulting firm specializing in a vast array of services for organizations in the industrial, petroleum storage tank (PST), hazardous materials/waste, real estate, and legal sectors. Our clients range from individuals and small business owners to Fortune 200 corporations.


Our mission is to offer a comprehensive environmental project management package which provides the most innovative, cost-effective, and technically defensible solutions to fulfill our client’s needs.


In order to achieve the goal of providing superior service to our clients, Quantum understands that we must excel in doing the simple, yet often forgotten, task of listening.  By facilitating open communication between client and consultant, we believe a partnership is developed in resolving environmental issues confronting our client.

MEET THE TEAM

Bennie L. Benford, Jr.

Operations Manager

Bennie Benford, Quantum’s President and Operations Manager, possesses nearly 30 years of professional experience in operations management and sales/marketing efforts for petroleum oil and gas companies, financial institutions and municipalities with over 5000 site assessments completed. Mr. Benford holds a Bachelor of Science in Civil Engineering Technology from Texas Southern University and completed advanced studies in environmental management. He has acted as project manager for major petroleum clients such as Chevron, Shell, and Diamond Shamrock as well as supervised Phase I, II, and III environmental site assessments for commercial, PST and RCRA properties.


Mr. Benford founded Quantum Environmental Consultants, Inc. (Quantum) in 1993. He has lead the strategic growth of Quantum to its now multidisciplinary status as well as the expansion of Quantum’s services into other cities and states. He has also served on various boards and remains a strong supporter for students who seek to further their education.


William Beasley

Project Manager

William Beasley has approximately 25 years of experience in environmental consulting and field investigations with over 5000 site assessments completed. Mr. Beasley has served as QA/QC Project Manager on Harris County Flood Control District projects, Texas Department of Transportation projects and Texas Commission on Environmental Quality (TCEQ) projects. Mr. Beasley holds a Bachelor of Science degree in Accounting Management from Texas Southern University. Mr. Beasley’s project experience includes cost estimating, scheduling, field engineering, and water/soil classification and disposal. Mr. Beasley also acts as a project management consultant with extensive experience in project planning, cost and schedule management, requirements analysis, and project management infrastructure development.


Thomas Chance

Projector Manager/Asbestos Inspector

Thomas Chance is a licensed Asbestos Inspector and has over 3 years of experience in the environmental consulting industry with over 750 site assessments completed. Mr. Chance holds a Bachelor of Science degree in Building Construction Management from Texas Southern University. Mr. Chance also provides project management support to the Environmental Site Assessment (ESA) team as well as conducts asbestos inspections on both residential and commercial projects.


Fred Darden

Project Manager/Asbestos & Lead Manager

Fred Darden has over 10 years of combined experience in both the geotechnical and environmental fields with over 1500 site assessments completed. Mr. Darden holds a Bachelor of Science in Civil Engineering Technology and a Master of Science in Industrial Education Technology from Texas Southern University. Mr. Darden provides management support to the Risk Based Assessment (RBA) team, and supervises all asbestos surveys. Mr. Darden holds Licenses and Certifications as an Asbestos Inspector and Management Planner.


Kevin Soders

Project Manager

Kevin Soders has over 25 years of experience in environmental consulting, training, and field investigations with over 5000 site assessments completed. Mr. Soders holds a Bachelor of Science degree in Environmental Engineering Technology and a Master of Business Administration degree with a specialization in Technology Management from the University of Phoenix. Mr. Soders is a licensed lead inspector and has extensive experience with implementing site investigations, risk assessments, and addressing regulatory compliance issues at industrial facilities and sites regulated under RCRA, CERCLA/Superfund, and various federal, state, and local environmental programs.


Ashley Gibbs

Project Manager

Ashley Gibbs has over 10 years of combined experience in project management and environmental reporting with over 1500 site assessments completed. Ms. Gibbs holds a Bachelor of Science degree in Financial Management Services from the University of Missouri-Columbia. Ms. Gibbs provides management support to the Environmental Site Assessment (ESA) team and supervises administrative correspondence duties.

Dr. Gerald Hill, PE

Professional Engineer

Dr. Gerald Hill has over 40 years’ experience in environmental consulting, professional engineering, education and field investigations, petroleum production & exploration, and energy systems development with over 5000 site assessments completed. Dr. Hill holds a Bachelor of Science degree in Mechanical Engineering from Southern University, a Master of Science degree in Geotechnical Engineering with additional Master Study in Petroleum Engineering from the University of Houston, and a Doctor of Philosophy degree in Environmental Toxicology from Texas Southern University. Dr. Hill serves as a professional engineer (TPE#73697) and environmental toxicologist on property transactions, assessments, and Texas Commission on Environmental Quality projects. Dr. Hill also provides project oversight to ecological, hazardous and remediation concerns and develops storm-water pollution prevention and spill prevention control and countermeasure plans (SWPPP and SPCC) for commercial/industrial facilities.


M.R. Miller, PG

Professional Geologist

Michael Miller has over 39 years’ experience in petroleum exploration and wellsite geology. Mr. Miller holds a Bachelor of Science degree in Geology from the University of Texas. Mr. Miller serves as a professional geologist on property transactions, as well as projects with the Texas Department of Transportation, and Texas Commission on Environmental Quality. Mr. Miller’s specialty is LPST/Release detection, assessment and corrective action, with a concentration on enhanced bioremediation. Mr. Miller’s professional training and certifications include the AEG (Association of Environmental and Engineering Geologists), American Association of Professional Geologists, TCEQ Water Well Drillers Certification and License, and OSH 40 Hour Hazardous Waste Operations Training.
